It has nothing to do with electronic transmission vs paper. It has everything to do with the optimizer and your PSIT's dedication in not letting crappy lines be delivered to the brethren. Much could be fixed if ALL of the crewforce would not fly disputed pairings, submit sleep logs, file ops reports on onerous sequences, pairing changes, deadhead violations, and not fly fatigued or sick.
