I believe it's a deadhead in the wrong class of service. Usually for MD-11 guys.
The SIG wants more input from the crew force. Many people would be surprised to learn that just one e-mail to the SIG about an ongoing issue may result in a changed pairing or line next month. Just because you think as an SO that the CA and FO should write in the problem doesn't mean that they do. If the SIG already knows about the problem they will even write you back in a friendly manner why they can't change it. I have learned a lot writing the SIG.
When the SIG reports a problem fixed the company at some point reruns the optimizer and a similar, but not exactly the same, problem crops up later. So dialogue starts again on the "new" problem. Contrary to popular thought, the company listens to the SIG and fixes many problems but the SIG has to find the problems first. Kinda of like an Easter Egg hunt. The late bid packs have everything to do with fixing this optimizer bufoonery that is handed the SIG before work starts on the Bid packs.
