Not so sure I agree with this. Out of Base occurs just prior to reserve assignment. But after APU. If the trip is not APU'd then nobody in base wants it. When the trips are finally assigned to reserves they often are not frozen, basically saying "please any line holder, take this trip, I want to stay home." Now when scheduling sees a shortage in reserves, days in advance, they build trips from other bases to cover.
I personally love Out of Base! It gives me a chance to fly trips at a base I can't even touch. If I were to get into that base, I'd be on reserve for a long time. Heck, I've even seen Hawaii trips go Out of Base (I wasn't legal
