I don't think anybody is denying the fact that if you look right into it it can't hurt your night vision, but rather that we look away pretty quickly. I know even I, who couldn't love watching airplanes more, look at a departing A/C like you mention for a second, but after that, I turn my attention to final to try and see where the next plane is. Bad for your night vision, yes, but easy to look away, and there's much worse things to gripe about, in my opinion. For whatever that's worth.
