Bringing Americans home from Wuhan makes a lot of sense. Having a trickle of people who may or may not be symptomatic transiting two or three countries to get home (Thailand, Cambodia, etc.) that may or may not be spreading a disease isn't an acceptable condition. Collecting most of them into a few controlled locations makes sense from a public health perspective. Also it's the right thing to do for American citizens. The Chinese were and are bungling things. This was one of those rare cases where pragmatism and ethics align.
