If children under 15 are less likely to either A. contract the illness, or B. have symptoms so mild as to avoid diagnosis, does it mean they are not a carrier?

I mean this as an honest question. If they can have the virus and be a carrier while showing no/minimum symptoms could this be even more problematic?

I do not know enough about how this spreads to have even a moderately intelligent understanding of the risks.
