Isn't shaping a single message that furthers the government's agenda and deflects blame the hallmark of a central government? As an aside, that's exactly what the US government is currently doing by forcing all statements from formerly transparent agencies of the government to channel all communications through Pence's office. I predict this will be the administration's "Heck of a job Brownie" moment.
