Commuting is not part of the 117 Flight Duty Period.

117.27 allows five consecutive FDPs through the WOCL if provided a minimum 2 hour rest opportunity during each FDP.

Additionally, 117.7 spells out that provisions may be exceeded via a Fatigue Risk Management System. UPS/FDX have three decades of operational data proving the safety of (for example) week on/off schedules, and it would be in the mutual interest of both management and labor to maintain week on/off schedules, so why would the Administrator deny a FRMS waiver supported by both labor and management?
