It’s a bioweapon, or at least an accidental science project run amuck.

The Chinese are not fools (hence their reaction); they are not gods either (hence the mistake...the US has made unbelievable errors with it’s nukes...see “Command and Control” by Eric Schlosser). With bio weapons, and with nukes, the old movie Wargames axiom applies: “The only way to win is not to play”.
