You're talking about different issues WRT furloughs as well as guessing company motivations.
It doesn't matter how the company handles it as long as they handle it IAW our CBA. They have options.
As for another carrier "agreeing" to it, then sure, they'd probably want a flow up. Otherwise they wouldn't likely agree to it. That's the company's problem though, not ours. Flow up later isn't our concern, flow down now (in the event of furloughs) is. If the company can get another airline to agree, great. If they can't, they can start a new one. If they don't want to do that, they can simply park 35 large RJ's. They have lots of options (except ignoring the CBA).
DCI offering employment to furloughed pilots is a completely separate issue than the 35 large RJ flow down provision that does not mitigate, limit or eliminate the company's obligation to fully comply with LOA #9/Sec.1. Those employment opportunities are most likely at the bottom of the list(s) at the regionals. The 35 large RJ's worth of pilots jobs (500ish?) is at the top with some longevity pay as well.
