Actually, the words you are looking for are substantial change. That however is not defined and the MEC can act without MR if not deemed to be substantial. For instance, LOA 20-01. Granted, voluntary options. However, who controls the normal SRL process and determines how many to allow......the company. Round about way for the company to push some towards the Empty Line or E SRL in my opinion.
Not impressed by this LOA.
