Interesting, a scenario like this was used for inspector (FAA) training. Conclusion was, if operating the aircraft normally, such as on taxiways, for the purpose of normal taxi and taking off, no liability, poor airport design and airport should be liable if any damaged occurred. I think the exact scenario was cars got damaged in the parking lot..well, airport shouldn't have put parking lot next to jet taxiway, no fault of the aircraft. If was due to some stunt or running up in a place where it would not be expected/designed, possibly careless. There was a case where someone intentionally blew over a Cessna with some kind of jet while holding short, pretty sure that rose to reckless.
