Because they are a specific, identifiable target. The other option is more nebulous...it's the shiznet happens defense, "who could a seen this comin"?
The first one, the company, has perennially been the scapegoat of the masses(as well as "it is the governments fault) . The shiznit happens argument just doesnt have the same rallying cry.
