Why am I not surprised to disagree with DW? Cap and bank deserves a thread all of its own. Too tired to really hammer against it right now.
The "cap and bank" is being discussed as a limited alternative to putting guys on the street or agreeing to a significant reduction in BLG. Are you really against it in this regard?
