My info is a little dated now, but in 2018 HR told me during Indoc that they had so many well qualified applicants that only folks with an internal rec or who made a good impression at a job fair ever had their app reviewed by a human being. Not saying it’s impossible without one of those things, just not likely.
From my information this is not cast in stone. No idea what the magic ticket is, but they are calling people who are none of the above, though with significant qualifications.
