Ok I see where the disconnect might be. Remember, we use the junior pilot in category to determine where displaced folks can go to. If they displace to a certain number on the first wave, the second wave could possibly only offer very two choices, 737 and Bus FO.....some of which are already there.
min sure the ability exists to figure out the exact seniority number to make ONLY 737 and A320 FO slots available. But that would seem to be incredibly inefficient and might only work for the first couple displacement bids.
