He’s just being a politician beating the drum so he can tell his constituents that he’s doing something.

This is exactly right. In politics it’s all about the appearance of doing something, not actually accomplishing anything. Pass a protective piece of legislation to protect an industry and you get to be on the news for saving those jobs, despite the fact that the same law could have cost 10 times as many jobs in related industries.
