Can they do several rounds of displacements before starting any training?

For example, multiple rounds of bumps until you eventually get 4000 surplus Guppy and Bus FOs on the books, none of whom have even started training yet. Then furlough pilots in the same quantity as can be trained each month. Do I have this right? Speaking as someone 500 from the bottom and actively looking for a place to start my third career in October.

Thanks!
Look at section 7-I. If a pilot has received a furlough notice they’re exempt from the provisions of section 8-E. Furlough notices have to be at least 30 days, but not more than 120. They can issue a big furlough notice June 3rd (120 days prior to October 1st and avoid having to train a bunch of people. This bid closes May 22, with an effective date of June 30. Those who they are going to furlough won’t affect training at all.
