Per the terms of Section 6 of the Railway Labor Act, which governs airline employee labor negotiations, the NMB can extend to the parties a proffer to arbitrate any remaining issues. If either party declines the proffer, the parties are released from mediation, and a 30-day cooling-off period begins. At its conclusion, either party can engage in self-help, which could take the form of a strike by employees.
From what I've heard/read Pinnacle made "their best deal" and the pilots turned it down. The company has since sat there doing nothing. The pilot group has since voted for and approved a strike by an overwhelming amount. Are they not in their "cooling-off" period yet? There was talk awhile back about it before the vote. Looking at the relation of things it seems a strike comes after the period. The strike has already been voted on by the pilots. Maybe they voted prior to the mediation. Any PNCL guys here to shed light?
