I think it's a built in lag to help someone not to post angry. 240 seconds is too long though, I think it used be 60 seconds?

Ha, just as I was typing this after responding to a different thread I got the wait for another 140 seconds...I think a slight delay for the same thread is fine but a different thread seems meh.
