The problem with your position is that ExpressJet's survival is tied directly to what United's ultimate decision is regarding 50 seat flying and who it gets awarded that flying on the other end of this. It doesn't matter how healthy your company is if you're a sub-contractor and the prime contractor decides to use someone else. On the other hand, if United decides to throw you guys a bone, or throws out several bones to keep the whipsaw alive, they will do whatever they need to keep you around. In other words, you serve at the pleasure of your master (United) and have very little control over your destiny. I wouldn't be surprised if the decision hasn't already been made with regard to your fate. One thing is almost certain: you won't know it until the very last minute.
I don't disagree - you described the 1st level problem well. Nothing would be surprising, including the decision being already made. We'd be the last to find out. I was addressing the people who seem upset that XJT mgmt. is not being transparent about money that they don't even have yet. The difference between furlough in May or furlough in Oct is relatively trivial. It's much more important that there is an entity surviving to keep the furlough list relevant.
