If this is like mil leave, just let the CPO know the issue. If there is time, which there is, they will notify the proper offices to make you active again. It involves a sign off from training, security, and some other office. Once made active, then you can bid yourself.
In a pinch, the CPO is supposed to bid for you if this process above fails or was not accomplished in time.
