Good answers here. I'd also add that interpretation of these requirements vary by region of the world. So it's pretty easy to request high speed in some parts of the world, while other places will have you maintain 250 knots regardless. This means in some parts of the world I'm dragging flaps 1 to 10k while other places I'll be clean and 270ish ASAP. People smarter than me can wade into which regions require what, when a reconfiguration of the airplane is required based on interpretations from chief counsel, etc.
Frankfurt is a good example. On the Jep reference pages they are adamant about the 250 speed requirement below 10, its even in red on the plates. But the simple request for normal (normal clean speed - its understood) is approved. Same issue with the 50 sids and 50 stars (DP), its all RV even before the passenger slowdown.
