This is the point I was trying to make above. Some people bit the bullet and accepted reduced BLG and others picked up everything they could. Furthermore certain seats and certain bases didn't have reduced BLG. The new language is suppose to keep this from happening again I guess. Bottom line is some won and some lost it wasn't equal.
