I agree with your points, but I'd just say the racism is different now. Things like sentencing for crimes, community resource allocation, policing, health outcomes, etc etc etc is worse for people of color than it is for whites. Its not always purposeful, its just built into the system.
Here are somethings to consider!!
-chronic cultural government dependency
-fatherless homes
-race baiting politicians and activists
-communities who promote this behavior (street cred)!
-always being told your a victim
-Most of all personal responsibility
