COVID has made this question a little more interesting. The passport agencies have totally shut down any sort of expedited service. Aircrews are being allowed to go in person, but you need a letter signed by a supervisor validating the urgent need. Then you can make an appointment (the direct number to get an appointment is 517-886-3266.
At United, the letter by the supervisor is the standard passport letter they give anyway. It was a non event for me 2 weeks ago, just tell them you're aircrew on the phone. They told me it'd be ready in 2 hours, so I went to get lunch. 30 minutes later they called me and asked if I could pick it up sooner so they could close for the day early... Talk about expedited service!
