If they have abandoned the plans then it tells you that the design was only viable for a scope relief application. An aircraft design that can only be successful if flown by cheap pilots and not based on it's on merit or efficiency deserves to be cancelled.
Basically. Somebody outside the US would fly it, but the real market for RJ's is the US.
