With regards to furlough pay, if you are involuntarily displaced to a lower category prior to furlough then 7-G-1-a might apply. Not sure how a VF factors in for certain.

As far as recall from a VF, you will recall to your last BES whether you can hold it or not unless that category was closed. Then you can go anywhere you can hold.
