Was he a pax? I know a couple of pilots that have gone through the new testing procedure in HKG, and they said it was very organized and quick. One hour from block in to released from the Expo (aka testing facility) seems to be the norm so far.

You are correct about non-residents, not allowed to enter. Aircrew is exempt and allowed full access to the city.
