I don't know for sure. It was announced a long time ago, then postponed slightly, and back in February the SPOT login page had a date when it will be shut down for good. They left it open for much longer than they originally said they would. This has nothing to do with QT or Autobid.
And for the tin foil hat people, they announced it way before any LOAs were discussed or rejected.

Just submit the bids through their website using the webfos keystroke script. It's not hard.
