One of Elon Musk's projects. They are launching fast and furious [60 satellites currently sitting on the pad awaiting delayed launch]. They were talking about service being available this year. No idea of cost. There is some disagreement of the latency of a satellite based system and whether it will actually be "high speed" but I would bet on Musk.
