Pilots may place a conditional bid for a Multi-Month Empty Line or a Half-Month COLA in lieu of furlough provided no Pilot senior to him is Involuntary Furloughed. A Pilot placing a conditional bid will only be awarded this bid if they are subject to Involuntary Furlough.

I must be missing something, but how does this work if everybody but one person on furlough has somebody senior to them who is also furloughed? If 2249/2250 would-be furloughees place conditional bids but the last (most senior) person takes the involuntary furlough...is this saying zero people would get their conditional bid awarded, or is it saying it won’t be awarded if it creates a new furlough of someone senior to you?
