Not optimistic. Just realistic. In fact, as a taxpayer, I’m appalled it’s even being considered. But, to those on the Hill, a few billion dollars is “decimal dust” and can be spared for their own political gain. Maybe not “zero” furloughs but probably some sort of percentage cap.
