Somebody posted a rejection letter from Mesa today on Facebook that said that when they start hiring again they were only considering applicants that already have their ATP until further notice. It told the applicant if they got their ATP on their own that they should update their application.

This is not surprising, once Regionals begin hiring again I would expect they would all rather hire an ATP then an applicant without one until the pool runs out to save money.
