And btw, the point of pro-rate flying is not the fare from SGU to SLC or from PAH to ORD which is indeed set by OO. What makes pro-rate flying viable is the connection fee that OO gets from UA for say PAH - ORD - SFO.
Yes, UA pays a commission for that incremental leg that they sell because of feed. Without that neither OO would do any pro-rate and neither would UA endorse any pro-rate.
This makes zero sense. If the feed is flying into a hub why would United pay SKW a connection fee? The PAX is going to book to their final destination and United could pocket 100% of the fare, there’s no reason to pay someone a commission to get them to the hub. There’s no other way to get there, hence the essential air service.
Somebody didn’t think that through.
