In case you weren't aware, the House is controlled by the Ds. The Senate and WH are controlled by the Rs.
The legislation needed to be approved by all 3. It wasn't going to get passed if not for both sides supporting it.
Vox isn't exactly right leaning and they cite Senate Ds holding up passage of the CARES act, so I don't know where you got the idea that the Ds were the tip of the spear on this.
