C5 doesn't have and never will have the capacity of EV. C5 HQ isn't capable of it.
Either:
a) UAL is going to keep EV open anyway, because it has a future need for the amount of 145 infrastructure that EV can provide, or
b) UAL is going to close EV anyway, in which case this is beating a prisoner for information before putting a bullet in him.
EV's fate is sealed either way.
