The reason the FOs don't fly the passenger legs is because of a directive we got from our POI. So to answer your question you are going to have to ask the FAA. As for safety briefs that is done by the PIC because the PIC is the last to board, so after the door is closed the PIC will do the face to face brief.
This must be new, I was there for over 10 years and it was not uncommon for FOs to fly legs. I guess things have changed. I hear it's a different crowd there now.
