LAX 11CAP - 4 guys already over 63( 1 got it on Secondary)

MEM 30CAP - 2 guys over 63, 3 by 6/08, 1 by 9/08, 1 by 12/08(1 by secondary)

My list only goes up to Sen. number 1000, or so.

What's the point of opening a secondary vacancy, if you're not going to train the guy? Just to pay him passover?
