The Legislative does. Trump thinks he can "rule" through Executive actions like he's a King and circumvent every bit of democracy.

Won't happen. These executive orders didn't do squat for anyone. Even his most loyal sidekicks in the Senate are saying as much. Look up Lindsay Graham as an example. The top negotiators of this thing are still working. Pelosi, Schumer, Mnuchin, and even Mcconnell. The only moron who went on vacation while our country burns is Mark Meadows. Nice of him, right?

Either way, everyone has to come back for a vote if the people negotiating come to an agreement.
