Hard to say whether this is a real effort or just a means to speed up the NWA talks. Car dealers often say something like "you better take this deal now, because I had another customer in this morning, and he's really serious."
Also, note the phrase "talking with a variety of carriers". The real deal may be one that nobody is thinking about, and will come as a surprise -- just like the previous mergers.
