The no change fee is only half the story. Passengers are not going to buy a bunch of cheap tickets and jump from flight to flight.

No change fee is just that, no fee to change flights. Any change in the fare at the time of the change still apply and most likely be prohibitively expensive.

As far as non revving, it goes both ways. If passenger feels they don't have to show up for a flight because of no change fee, the PBT's will be too high.

I think it's a wash.
