My vacation is for the last week of the bid month. The last four R-days of the bid month were removed for vacation. The first two weeks of the bid month are the 11 remaining R-days. Do I start the month with a leveling of 4 x R-day value?

You are only leveled for V days that occur prior to any remaining R days. Also if you had a 7 day vacation they should be rebuilding your line to remove another 3 days from your remaining 11.
