It isn't a false equivalency and the numerical difference is very relevant. The total number of deaths in the FBI statistics for 2018 were 2925 black deaths and 3315 white deaths by homicide. This is a difference between races of less than 300. The population difference though is, according to the census bureau, nearly 200 million. This is a startling statistic pointing to a real problem.
Killing is terrible in all its forms, but to make an argument that civilians killing each other is fine in alarming numbers as long as cops don't kill ten or twelve more in difficult, often confusing circumstances is indefensible.
One thing interesting about the government report on national homicide rates was the differences in men and women. It took into consideration not just the total number of homicides, but those as a percentage of each represented racial group. It showed that black men were more likely to be murdered than white men, but that white women were more likely to be murdered than black women. That has nothing to to with the BLM discussion, but I just found it interesting.
