If this was a simple furlough mitigation program with equal paycuts for all and nothing else it was doomed to fail from the outset. So we tweak this and that to make it more palatable for specific groups ensuring passage. Some tweaks have led to a vocal outcry. So now they have to massage it again. Fortunately, this one will only cost them 3-5% of the votes. An acceptable trade-off for those promoting I would assume.
