Unfortunately they are not contractual. Mesa offered those outside of the contract. They can and have pulled out of their end of the agreements they made even though myself and the pilots upheld our end of the deal. In my case I recommended two pilots come here and the pilots completed their IOE ( I did receive those payments for those ) and both have been here over two years. The company is reneging on their end it appears.
