Right, there is no guarantee we'll ever see the details of that proposal, although if it's killed by the MEC I'm sure details will be leaked by the union and the company. At this point even if they come to an agreement with the company on a TA this week there's still not enough time to run it through memrat before Oct 1 so the company would either have to delay all furloughs for a month like United did or still cut people and have to bring them back in a couple of weeks if it passes memrat.
