As for any perceived shortened timeline...this has to be done by the end of the month lest the furloughs go forward as planned. There is no mystery or hidden agenda in that.
Sounds like a manufactured crisis.

- First to send out WARN letters
- AIP provided to membership 2 weeks before vote closes
