For those of you who are good with this stuff, where would you recommend I go to try to build a website for a small business by myself? I got started with Google Domains, which then I found my way to Bluehost and Word Press (I think?), but it's a little bit much for me with all the different options.
For the website, I would need a way for clients to contact me and also be able to upload files (PDF) for me to look at. I normally just have them email me documents but I would like this option on the website for professionalism and ease of use.

My opinion is that any shared server will suit your needs. Also, give Wordpress (and perhaps Bluehost) another go. This might get you what you want in the fastest and simplest way.
I know that Bluehost offers Wordpress hosting (not terribly expensive, either), and you can be up and running very quickly. From there, you can easily build a Wordpress-themed, professional-looking web site with functionality that I certainly would have liked when I started learning web design a long time ago. (I will qualify that previous statement by saying that I am NOT a Wordpress user or developer, but a lot of websites are built with it, and you can add plugins like PDF upload and email capability with relative ease). And you can change themes to your clients' liking.
