You're correct. But the entire thing is VOLUNTARY. Also, bidding a blank line during a vacation or training month is kind of a nice deal as vacation and training pay is added on top of the 25/35hrs.
It's not a perfect LOA, but in my opinion it's better than nothing. Perfect is the enemy of good, etc.
